Ni No Kuni 2 has 103 Citizens that can be recruited. All of which come with a unique skill. Those skills are needed to research certain topics in Evermore (your castle).
The main purpose of recruiting citizens is to grow your kingdom and upgrade your castle. You get castle upgrades at 25, 50 and 100 citizens recruited. It is important to note that for the 100-recruited you actually need ALL 103 citizens. This is because yourself, Roland, Lofty don’t count as recruits (they aren’t workers in Evermore).
Recruiting Citizens also unlocks their follow-up quests in Evermore which will yield a good amount of Kingsguilders, used for upgrading your kingdom.
None of the citizens are missable! You can still do all of their side quests after the story in free-roam.

That’s all 103 Citizens in the game. Getting all of them unlocks the trophy “Recruiting Consultant” and lets you upgrade the Evermore castle to Level 4.
